Franklin County adopted a resolution that authorizes the county to use a State Appellate Prosecutor in cases where local conflicts arise. Amanda Kink provided copies of the resolution to board members; J. Larry Miller asked whether the county does this every year and Chairman Neil Hargis and others characterized it as routine.
J. Larry Miller moved to adopt the resolution; Dave Bartoni seconded. The motion passed on roll call and the resolution was entered into the minutes as Resolution No. 2026-42. Board members described the arrangement as a standing mechanism to ensure prosecution when local conflicts create recusals or other conflicts.
