Board hires Bellwether Consulting for $6,000 animal-control fee study

Franklin County approved a $6,000 contract with Bellwether Consulting to evaluate animal-control fees and provide recommendations on fees charged to cities and the county office. Chairman Neil Hargis said the county last conducted the study in 2016 and recommended moving forward. Alexis Williams, Animal Control Supervisor, confirmed the fee and said, "Yes, that's correct" about the cost and that the consultant will provide recommendations on city charges and office fees.
Board members asked about the scope. Brad Wilson asked if the firm would give recommendations; Williams said, "Yes. They will give us a recommendation on what to charge the cities and on the fees for the office as well." J. Larry Miller asked whether comparisons with other agencies would be provided; Williams responded, "We should see the comparisons." Chairman Hargis said the payment would come from contingency. Ray Minor and others noted that a formal study provides justification for fee changes.
The motion to contract Bellwether for the study was moved, seconded and approved by roll call (unanimous). County staff will receive the report and comparisons from the consultant and return recommendations to the board when available.
