Board moves to roll 2025 bylaws and ethics code into 2026; remote attendance unchanged

Members debated whether packet materials had included last-minute edits before the board voted to adopt the 2026 bylaws as a rollover of the 2025 text. Staff told the board the bylaws on tonight's agenda were identical to those approved at the 2025 annual meeting and clarified that the remote attendance policy remained unchanged from last year.
