Community Development Director John Cooper introduced the preliminary subdivision plat submitted for the former airport property at Barnes Boulevard and Murrell Road and said the unity of title has not been completed; staff stated unity of title must be resolved before subsequent approvals. Cooper told the record that resident feedback opposed an ingress/egress onto Barnes Boulevard because of traffic concerns and U‑turns.
Cooper also said two parcels on the property remain unincorporated and are effectively surrounded by the applicant’s property, which raised access concerns because a right‑turn‑only exit onto Barnes Boulevard could restrict access to those parcels. Community Development Director Cooper recorded for the minutes that the project may not meet Code requirements for townhomes; the applicant indicated waivers will be requested.
Hassan Kamal of BSE Consultants told the Committee the two unincorporated outparcels will be granted access and reported that a traffic impact analysis had been completed; he summarized the results to the Committee but the minutes do not list the study details. Public Works Director Victor “VJ” Karycki moved to proceed subject to the conditions discussed regarding the preliminary plat and improvements related to access; Deputy Fire Chief James “Jim” Wilson seconded and the motion carried by unanimous vote. Further action will depend on completing unity of title and meeting any waiver and access conditions.
