Development committee approves Catamaran Cove final plat, asks for highlighted plan revisions

Community Development Director John Cooper introduced the final plat for Catamaran Cove and told the applicant that the approved site plan and final plat do not match, noting that any major revisions would require City Council consideration. Cooper also said ingress/egress access easement agreements must be recorded on the plat and with Brevard County to ensure continuous access.

Applicant representative John Boyer of Bowman Consulting Group explained the revisions and said the site plan did not contain significant modifications; Community Development Director John Cooper directed the applicant to resubmit the site plan with changes highlighted in bubbles so staff can determine whether another review is required. Tina Lee of Ashton Woods Homes reported that easement agreements and the master property owners’ association documents have already been recorded with Brevard County and described an existing single‑lane emergency access road running parallel to I‑95 that will be accessible from the apartments. Cooper instructed that the easement name on the plat be changed from a maintenance easement to an emergency access easement.

Public Works Director Victor “VJ” Karycki moved to accept approval of the plat and revisions to the site plan; Public Safety Director/Police Chief Christopher Crawford seconded. The motion passed unanimously. Next steps for the applicant are to prepare a resubmitted site plan with bubble highlights and to ensure required ingress/egress easements are recorded with Brevard County; any major plan changes would need Council consideration.
