A draft Box Elder County ordinance would require developers to pipe all open ditches, canals and similar water conveyance facilities located within a proposed subdivision or within 30 feet of the subdivision boundary. The ordinance text cites Utah Code 73-1-15.5 and specifies that the pipeline must include features to continue serving the conveyance’s intended use, such as pipe and risers, drainage inlets and control structures.
