Commission seeks building elevations to decide whether portable shower is 'permanent'

City staff and commissioners emphasized that the distinguishing factor is whether the unit, even if transportable, functions as a long-term structure once tied to permanent utilities. The Staff member said, "If it's permanent, meaning we're putting bollards around it, we're running infrastructure to it, it's gonna be there. It has to meet permanent building requirements," and urged the commission to obtain full building plans before deciding classification.
The Presenter from Hansen and Associates said the unit "will meet every one of those codes" but noted the unit will not be set on a permanent concrete foundation. Commissioners agreed more documentation is needed to determine whether local ordinances must be amended or applied. The Chair asked staff to research code definitions for temporary structures and report back once elevations and design details are submitted.
