Council Chair Chris Westmark asked the clerk to read Resolution 2025-10, an item described as approving the editing and inclusion of certain ordinances into Deer Park's codified code and declaring an emergency. City Solicitor Bryan E. Pacheco explained the resolution to council members and Chair Westmark moved to waive the two-reading rule.
Councilmember Nell/Neil Kelly seconded the motion to waive, and a roll-call vote was taken with all members recorded as voting yes. The council then voted to pass the resolution by roll call (7–0). The resolution’s stated effect is to streamline the city code by formally incorporating ordinance text into the codified ordinances; the meeting packet included the resolution language.
