City Manager David Brickey presented proposed amendments to the city's "Purchasing, Contracting and Procurement" policy to reduce administrative delay by increasing bid thresholds. The proposal would allow purchases between $10,000 and $50,000 to proceed without sealed bids and would permit telephone-bid procedures (with documentation) for procurements between $50,000 and $250,000. Brickey emphasized this change was intended to streamline processes while preserving council oversight: "the proposal was not intended to give staff unilateral authority to make purchases but to allow the city to move more efficiently once direction was given."
