Jun 11, 2026

To save costs after the building inspector left, Parowan approved an interlocal agreement with Enoch City for inspections and plan review services (Enoch to receive 35% of permit fees), while Parowan retains permit intake, issuance and enforcement authority.

The full story

The Parowan City Council approved an interlocal agreement to contract building inspections and plan review to Enoch City after the departure of Parowan's building inspector. Under the agreement, Enoch will perform 100% of Parowan's inspections and plan reviews; Parowan will pay Enoch 35% of building permit fee revenues and will pay 100% of plan review fees for reviews Enoch performs directly. Parowan will retain all administrative functions (permit intake, fee calculation and collection, permit issuance, certificates of occupancy and enforcement), and the agreement includes a 60-day cancellation clause.
