Zoning Administrator Jacob Holcomb told the council that "the city is in the very early stages of developing zoning regulations for data centers" and that enacting a six-month moratorium would give staff time "to carefully craft a comprehensive ordinance tailored to the community's needs." The council unanimously suspended the three-reading requirement and adopted the moratorium the same night.
