Board members heard an explanation from District Engineer Charlie Krebs and PSGRC General Manager Eric Long about a Change Order for MRI Construction that adjusted inlet locations for Phase II of a stormwater management project. Krebs and Long said the changes arose from field conditions and homeowner concerns discovered during a site tour.
Vice Chair Terry Mountford criticized the decision-making process, saying "there is a major dysfunction in the CDD’s operating process" and objecting to approving an additional $150,786.09 without convening a special meeting. Mr. Blumenthal moved to ratify MRI Construction, Inc. Change Order Estimate #500 for Price Changes of Phase 1 and Phase II Stormwater Management Projects in the amount of $150,786.09; the motion passed "with all in favor." The board directed District Counsel Tony Pires to draft ground rules for future projects, including contingency-authority thresholds and requirements for scheduling special meetings when appropriate.
