Warren County raises transit procurement thresholds to align with FTA rules

The Warren County Board of Commissioners voted unanimously Feb. 10, 2026, to amend Warren County Transit’s FTA procurement policy to raise purchasing thresholds. Chairman John R. Graham introduced the change and Commissioner Allen L. Troy moved to approve; Commissioner Richard Burley, Jr. seconded the motion and the vote was unanimous.
Under the approved amendment, the micro purchase threshold increases from less than $10,000 to less than $15,000; the small purchase band increases from $10,000–$250,000 to $15,000–$350,000; and the formal procurement threshold rises from $250,000 to $350,000. Chairman John R. Graham said the adjustments were requested to keep the county aligned with Federal Transit Administration (FTA) and Georgia Department of Transportation standards so the county continues to qualify for federal funding. A copy of the amended policy will be placed in the attachments to the 2026 minutes.
