Terry Sopen raised questions about event security and legal responsibility for behavior on private property adjacent to school grounds. Using a hypothetical scenario of an intoxicated visiting spectator, he asked, "Is the school responsible? Is the county responsible? Or is the city responsible if that particular person or property happens to be mine?"
