Commission backs code change to require expanded concept plans to catch infrastructure issues early

Brandon (S9) asked the commission to recommend an amendment to Eagle Mountain Municipal Code 16.15 to strengthen requirements for concept plan submittals so staff and reviewers can catch road and utility connectivity issues earlier in the development process.
The proposed changes would require a traffic circulation plan, a utility infrastructure plan (including basic modeling and feasibility analysis), and a conceptual layout showing road connections within 500 feet. Staff said the goal is to reduce surprises in later application stages and to make pre‑application meetings more productive.
Commissioners generally supported the change and noted similar approaches had worked in other cities. With no public comment, the commission moved and passed a positive recommendation to City Council, 5‑0.
If adopted by council, the change would require some applicants (rezones, master site plans, preliminary plats and master development plans) to provide additional engineering and connectivity information earlier in the process; staff said they will continue to offer pre‑application meetings to help applicants meet the new requirements.
