Council sets budget study sessions for April, schedules public hearing window beginning April 28

Council members discussed dates for budget study sessions and the public hearing after staff said the budget document will be available April 1. The clerk (reading staff guidance) told members the city charter requires the budget be available three weeks before a public hearing, which constrains the earliest allowable hearing dates: "the budget's not available till April 1," the clerk said during the discussion.
