Darren McFarland described the failure and explained that the county selected a cast‑in‑place solution to ensure the work would be completed before irrigation water is turned on in spring; he said precast suppliers could not deliver within the required timeframe. McFarland noted the cast-in-place option provides a single, monolithic structure rather than segmented pieces and is the safer option for the irrigation schedule. Commissioners approved agreement 24‑42 to award the work to STAP Construction; McFarland said there were nine bidders and that exact bid tabulation would be included in project records.
"This is the agreement between us and STAP Construction... It's around 750,000, but that's not the exact amount," Darren McFarland said during the presentation. The commission voted to approve the agreement and directed staff to proceed with project scheduling and contractor coordination.
