The commission approved two changes to Box Elder County Sheriff's Office HR policies proposed by HR Director Jennica Stander and Chief Deputy Kate Palmer. First, the county will split the recruiting bonus payment so the recruiter portion is paid when the recruit is hired and the recruit's half is paid only after the recruit successfully passes Field Training Officer (FTO) evaluation. Second, the uniform allowance will be changed from a full-year upfront payout option to a three-month upfront portion to reduce the county's risk of paying large amounts to employees who leave soon after hire.
Stander said the recruiting bonus policy was originally adopted in 2019 and split $1,000 evenly between recruiter and recruitee paid at hire; the change conditions half of the recruit's payment on passing FTO to ensure the county retains value from the bonus. Commissioners moved to approve the recruiting bonus change effective Nov. 1 and then approved the uniform allowance change with unanimous votes.
County leaders said the changes are intended to make recruiting more cost-effective while still providing incentives to attract deputies; specifics of payment timing and administrative handling were left to HR to implement.
