The City Commission voted to transmit Ordinance O‑26‑16 to the Florida Department for Commerce, advancing an administrative request to adopt the 2050 Winter Haven comprehensive plan. Eric Lavey, director of economic opportunity and community investment, presented the ordinance as an administrative update responding to the city's Evaluation and Appraisal Report, noting that two targeted modifications were required and that the Planning Commission had unanimously recommended approval at its July 9 meeting.
Lavey said the amendment extends the planning horizon to 2050 and updates population projections and multiple plan elements including housing, transportation, infrastructure, conservation, and capital improvements. City attorney clarified the action before the commission is transmittal to state review. Commissioners moved to approve transmittal and the motion carried by voice vote; staff said a second reading will be scheduled at a later date.
