T-hangars full and FBO flags PlanePass billing method as problematic

Seneca Flight’s representative told the Penn Yan/Yates County Airport Council that T hangars at the field are at 100% occupancy and that a billing practice used by the PlanePass/Vector system is creating complaints among tenants and transient operators.
“PlanePass does not use geo‑mapping like Altaport did in the past so any aircraft that is on the field overnight is billed for parking even if the aircraft stayed in a private hangar,” the Seneca FBO reported. The FBO also noted that the State of Florida has banned use of ADS‑B for billing for aircraft 12,500 lb and under and said Congress is considering similar action; Seneca plans to present a follow‑up report at the next council meeting.
The minutes record the occupancy and the billing concern as operational items the FBO will track and return to the Council. The Council did not take formal regulatory action at the meeting; Seneca Flight was asked to provide a written report at the next meeting with recommendations or data.
