Finance staff reviewed the TV Scott Free Public Library’s 2027 budget request and noted roughly $12,000 in differences between what the library requested and what finance recommended. Library Director Laurie explained that certain library budget lines are non-lapsing and for endowment interest; she said, "There's about $2,300,000 in total in the endowment fund right now," and that only interest is available for spending.
Committee members debated whether contingency funds act as a de facto slush fund and discussed the practical limits of county reimbursement for library expenses. By voice vote, the committee reduced the library’s computer-equipment contingency from $10,000 to $5,000 and asked staff to report back at the end of the year on how the combined $15,000 total was spent.
