At the conclusion of his remarks, Councilmember Kenyon McDuffie moved that the committee "draft a report in print with leave for staff to make technical, editorial, and conforming changes." Members present responded "Aye," and McDuffie stated that "the ayes have it unanimously of the members present and voting," signaling committee approval to advance the draft report.
