Sweetwater County approves grant application to replace White Mountain Library HVAC

The Sweetwater County Board of County Commissioners voted unanimously to authorize submission of a Mineral Royalty Grant (MRG) application to the Wyoming Office of State Lands and Investments to replace the HVAC system at the White Mountain Library.

Christina Marshall, who brought the application forward, told commissioners the total project budget is $1,093,960 and requires a 50% grant match. "The county would be responsible for $446,980," Marshall said, adding that the library board has pledged $100,000 toward the match and staff proposed phasing some costs across fiscal years to manage the county share. Public Works Director Gene Legurski confirmed the system is failing sooner than expected and said loss of heating in winter could become serious if key components fail.

Commissioners discussed timing and funding sources, including ARPA/PILT and leftover grant match opportunities. The board approved Resolution 24-09-GSRO1 to submit the MRG application and authorized the chair to sign related documents; the motion carried unanimously. Staff will return with further budgeting details and, if the grant is awarded, would move ahead with engineering and procurement planning.
