County staff honored for engineering achievements; three employees recognized

Columbia County engineering staff recognized three employees — Rich White, Kyle Baxley and Katie Beth — for promotions, exam passage and a statewide stormwater award. The committee thanked leadership for supporting staff development.
Mister Titus publicly recognized three members of the county's engineering services staff for recent professional achievements. He said Rich White moved from code enforcement into a pre‑construction manager role after joining the county in January 2023 and completed a master's in public administration at Liberty University this year. "So extremely proud of Rich," Titus said.
Titus also noted that Kyle Baxley, who joined the department after a career in construction, passed his professional engineering exam in April and was notified in May he had passed. "So super excited for mister Baxley," Titus said. Titus announced that Katie Beth, stormwater compliance manager, who has worked for the county since 2014 and represented Columbia County at the state level, was named the Georgia Association of Water Professionals' 2026 Stormwater Professional of Excellence. "I wanted to recognize these individuals publicly and congratulate them on their accomplishments," he said. The committee members praised the staff and credited leadership for providing resources and development opportunities.
