Committee approves conditional use to expand parking at Hall Elementary

The Building Zoning and Economic Development Committee voted to approve ordinance 26-0443, a conditional use permit that allows West Aurora School District 129 to expand the parking lot at Hall Elementary School, 2001 Heather Drive.
Kimberly Phillips, zoning administrator, said the district proposes to add approximately 31 spaces, increasing on-site parking from about 65 spaces to roughly 96 to accommodate about 68 employees and additional visitors. "The additional spaces should bring it up to approximately 96 spaces," Phillips said, adding the change is intended to relieve drop-off and pick-up congestion that currently overflows onto Heather Drive. Staff noted the Planning and Zoning Commission held a public hearing July 22 and recommended conditional approval subject to conformance with the site plan and landscape plan dated 07/10/2026.
Committee members asked whether the new access would change traffic patterns; Phillips said the design ties into the existing circulation and "the traffic pattern does not change." After brief discussion a committee member moved to approve; the motion was seconded and the committee voted in favor.
The approval is limited to the conditional use described in ordinance 26-0443 and requires construction to follow the approved site and landscape plans. The committee did not identify additional conditions beyond the planning commission’s recommendation.
The committee adjourned at 4:18 p.m.; construction timing and permits will follow separate staff processes.
