Council approves on-call materials-testing agreements with spending caps

The Midland City Council approved a resolution authorizing staff to negotiate and execute professional services agreements with Atlas Technical Consultants LLC, Beyond Engineering and Testing LLC, and Centurion Planning and Design LLC to provide geotechnical and materials testing services on an as-needed basis.
City staff told the council they received 10 responses to their RFQ and proposed a roster of vendors to ensure quality assurance on concrete, asphalt and other construction materials. Under the approved terms, individual task orders will not exceed $150,000 and the total city cost for task orders under each agreement shall not exceed $300,000 per agreement per year. Staff emphasized the city is not requesting new funding; testing will be paid from project accounts and existing operations dollars.
Council approved the item unanimously. Councilwoman Poole and Councilman Stubb made procedural comments during discussion and the item was called for a vote after public comment procedures were followed.
