Oldham County planning staff presented a proposed major amendment to the Norton Commons Hamlet Section 1 master plan (Docket PZ-26-018). Director Ryan Fisher said the revision adds three lots, adjusts some alley configurations and lot dimensions, and increases the number of open-space lots to seven on roughly 48.6 acres. Fisher explained he deemed the revisions "major" because they increase lot count and change certain street and alley features, which requires planning commission review rather than staff-level approval.
Staff and county engineering representatives told the commission previously designed stormwater detention basins and overall connectivity mean the changes are not expected to have adverse effects; the county engineer said post-construction flows must not exceed pre-construction flows and that existing design margins should accommodate the small increase in lots. Commissioners moved to approve the amendment and the motion was adopted by roll call 10–0. Fisher noted binding elements from the original approval remain in effect, including cumulative phasing with Oldham County Public Schools.
