Commissioners table Apollo Estates after HOA, amenity and annexation concerns

Commissioner Hamilton pressed the developer and staff for clarity about whether the Apollo Estates section would be annexed into the adjacent Lakewood Homeowners Association or operate as its own HOA. Hamilton said residents near the existing neighborhood are close to triggering HOA turnover and are concerned past annexation promises were not completed. "The homeowners would like to have control over the neighborhood at this point because, they're that close to it being completed," Hamilton said.

Developer representative Andrew Shaddock said the developer is open to either forming a separate HOA or negotiating annexation, and described conversations with the existing HOA and Heinz; he said the developer could provide funds per lot and work through a sub-association if needed. Commissioners said HOA/amenity arrangements were not sufficiently "buttoned up" and recommended additional dialogue with Heinz and the developer. Commissioner Hamilton moved to table agenda item 3C until July 21 to allow more resolution; the motion passed 5–0 after a second from Commissioner Blindsett.
