Council approves RDC bylaw changes after debate, excluding two contested sections

Mary Culver, director of the Economic Development Department, presented amendments to the Rosenberg Development Corporation (RDC) bylaws designed to address an anticipated 50% reduction in RDC sales-tax revenue following a recent election and to streamline operations.
"Overall it's an increase to the expenditure limitations from the current 10% to 20%," Culver said, explaining the change aims to preserve RDC daily operations after the revenue drop. She told council the RDC board had reviewed and unanimously recommended the amendments.
Several councilmembers questioned specific provisions. Councilmember Richard expressed concern about a provision that would allow the board to appoint members without council approval and about the attendance/removal process. Amanda raised questions about increasing dollar thresholds for purchases and about ex officio members' qualifications and information access. Culver said ex officio members would be nonvoting and intended to provide technical feedback on projects; she said the provision could be modified so the board recommends ex officio appointees and council ratifies them.
After discussion the council approved resolution R4076 with the exception of sections 3.04 and 3.06 (those sections were excluded for later review), and asked staff to return with revised language clarifying appointment and removal processes and the role of ex officio members.
