Outer Loop schematics submitted; Horizon Road design work advances toward summer public hearing

Erica reported the Outer Loop Phase 1 95% schematic (including ICE, cost and hydraulic reports) was submitted June 5 and that evaluation of alternatives for Phase 2 continues. She said bimonthly coordination with TxDOT and monthly coordination with COG are ongoing and that the county has been resolving environmental assessment comments in preparation for a public hearing expected in summer 2026.
On Horizon Road, Bridgefarmer has developed exhibit layouts showing both four‑lane and six‑lane configurations, identified preliminary right‑of‑way limits and started traffic and crash‑data analysis. A staff member said the consultant arrived well prepared for the kickoff meeting and the county will continue design and public outreach work ahead of the summer hearing.
