Ross, the county engineer, summarized planned improvements including right‑of‑way dedication for Kickapoo Road, stormwater detention for nearby infrastructure and intersection realignment to replace a 30‑degree skew with a 90‑degree alignment at Kickapoo and FM 1488. The developer (Castle Rock) committed to contributing $750 per linear foot toward acquiring the required right-of-way when that acquisition proceeds.
Key conditions included prohibitions on build‑to‑rent and multifamily construction inside the development, minimum lot-width distributions (ratios described by the engineer) and developer-funded aesthetic buffers, masonry fences and a community park. Commissioners said the plan would materially improve traffic flow and safety at a currently problematic intersection.
The court approved the item by voice/hand vote; the approval included variances tied to lot-width standards that the county typically grants for large plats. County staff said a contract deputy agreement will be required at a later stage to support public safety needs in the new development.
