Economic-development director warns council: developer must clarify grid plan before incentives

The city’s economic-development administrator reviewed multiple projects and urged the council to seek clearer developer commitments before releasing additional incentives.
Staff described slow responses from outside partners on a proposed FIFA event and suggested the Stafford Center as an alternate venue. The administrator said the grid development has new prospects (a hotelier and a 20,000-square-foot restaurant) and that some of the changes may alter elements that were included in the existing development agreement. "If it's no longer possible to accomplish the things in the development agreement, then let's have a conversation about what is gonna get accomplished, and is the city happy with that?" the administrator told council, recommending the developer present an updated scope and plan before council considers further incentives (the packet noted a $500,000 marketing contribution would be triggered by a phase-2 notification under the agreement).
Staff also reported the comp plan grant remains under consideration after responding to GLO questions, and SEDC has approved purchases of Placer AI and CoStar for market data. Council directed staff to request developer documents and to schedule the developer to present an update at a future meeting.
