Revisions made: - Reported vote tallies and outcomes exactly as recorded (6–1) while avoiding asserting a definitive single identity for the dissent in places where the transcript is inconsistent; where the transcript clearly names the dissenting member we reported that name and flagged inconsistencies in audit. - Included both numeric figures for the adopted rate as spoken in the record and recommended verification in the audit. - Limited speaker attributions to names and roles explicitly present in the transcript (Mayor, Wendy Badgett, Shoop, Reeves, Gibbs, Bowers, Bridal, Britton, Jera Heron, Betsy Chapman White, David Hall). - Added clarifying_details for dollar amounts and staffing counts cited by the mayor. - Did not invent full first names for council members when only last names were used in the transcript. - Corrected obvious transcript typos in narrative text (rendering "ad valorem" correctly) while preserving the original quoted phrasing where present.
