Council members pressed the committee, Town staff and fire leadership on whether vehicle bays and equipment could be located out of the floodplain and still meet operational needs. Public Works Director Rich Simonitch explained three distinct regulatory lenses—FEMA, building code/floodplain ordinance, and essential‑service requirements—and said designers must demonstrate feasibility to avoid placing engine bays in the floodplain where possible.
