Staff member (S2) gave background on a separate development discussion at Fish Hatch River and Promise Rock, explaining the legislative and administrative context: "So what they did was commissioner Pollock made a proposal to the state legislature... to change the way SITLA went out to RFP... The senate said, no... However, we'll give you $750,000 and you can make just Promise Rock... a state monument." Staff said developers who had proposed a large RV park or a high‑end glamping resort ultimately shifted plans to other counties following the state decisions.
