Commission grants two-year extension for Shoemaker storage conditional use permit

Valley County commissioners voted on July 7 to grant an extension for the conditional-use permit for Shoemaker Donnelly Storage (CUP 20-234), reversing a May 14 Planning & Zoning denial and limiting the extension to two years from the date of building-permit issuance.
Jeff Hatch, the applicant’s architect, told commissioners the team had grading permits and had completed groundwater monitoring required by Central District Health; he said a draft development agreement existed and that "If we get the DA signed, we could break ground tomorrow." Commissioners questioned why a three-year extension was requested if construction could proceed immediately; the board settled on a two-year extension tied to building-permit milestones so the county can revisit timing if necessary.
Staff noted that ITD had preliminarily agreed that a full traffic impact study was not required and that grading and drainage plans had county-engineer approval; however, commissioners emphasized that conditions such as meeting Donnelly Fire District requirements and obtaining required approach permits from ITD or the Valley County Road Department remain prerequisites to occupancy and later phases. The motion to deny the appeal of the P&Z denial (effectively granting the extension) was moved and seconded and carried by recorded voice vote.
