Richland approves KeyAnalytics contract for CFD and developer‑fee consulting

The Richland Governing Board approved an agreement with KeyAnalytics to provide facilities‑funding consulting services, including Community Facilities District (CFD) administration, continuing disclosure reporting and developer‑fee calculation and reporting.
CBO Martin Rodriguez told the board that Woolpert (formerly Cooperative Strategies) had terminated its contract to provide those services and that KeyAnalytics — which employs staff who previously worked for Cooperative Strategies and Dolinka Group — is the largest provider of CFD administration services to school districts in the state. “KeyAnalytics is the largest provider of CFD administration services to school districts in the State and currently offers such services to a number of surrounding school districts in Kern County,” Rodriguez said. The board approved the proposed agreement.
District staff said KeyAnalytics will assume services previously provided under the terminated contract and will support ongoing CFD administration and developer‑fee work for the district.
