County reports design is ~80% complete; three SPDES applications pending with DEC

Erik Denega, Commissioner in the Department of Public Works, told the committee the district currently operates 6 million gallons of permitted capacity and plans to expand to 9 million. "They are about 80% through design at this point," Denega said, and staff have prepared three applications related to the project: an update to the SPDES permit for the existing 6 million gallons, a variance request on treatment limits, and the SPDES permit application for the proposed 9 million expansion.
Denega cautioned the committee that the project cannot expand more than 3 million gallons at one time because the existing plant must remain in operation during construction. He also corrected a handout entry, saying a previously noted "75% of design submitted to DEC" label was inaccurate — the 75% submittal had been made to his office, not the DEC, and he expects to be ready to send materials to the DEC around September. Committee member Barry J. Cheney asked about the expected timing for DEC review; Chairman Tuohy said the county's DEC contact recommended monthly coordination meetings to keep the process on track.
