At the close of the July 28 meeting, the board moved into closed session. The chair cited the legal basis as Iowa Code section 21.5(1)(c) when placing the item on the agenda and the board voted to convene the closed session. The meeting returned to open session shortly afterward and supervisors moved and seconded adjournment.
