During the public-comment portion of the May 29 special meeting, Irma Menchaca told the Commissioners Court that the room’s audio recorder was not picking up speakers in the audience and asked attendees to come forward to speak into the microphone. "the recording not picking them up," she said, urging people to come up to the lectern so their comments would be recorded.
