Staff proposes streamlining planned‑development rules; commission to vote next month

City planning staff presented a proposed text amendment that would consolidate PDI, PDB and PDM into a single Plan Development (PD) section and provide a menu of standards developers could select, intended to simplify plan development review.
Staff explained the change is aimed at reducing developer confusion about which PD subtype to use and to incorporate standards the commission and council have previously encouraged, such as optional items for residential PDs over 10 acres. “We're getting rid of that. So it's just gonna be straight plan development now, which really simplifies everything,” the presenter said. Staff told commissioners the amendment will be brought for a vote at the next meeting in mid‑November and could be forwarded to council for possible adoption in December.
Commissioners were given time to ask questions; staff offered to respond outside the meeting on technical details. No formal action was taken at this meeting.
