Garth Day, developer with Heritage Land Development, presented The Orchards, a proposed Master Planned Community on 52 acres that would include 107 lots ranging from about 6,000 to 15,000 square feet, approximately 8 acres of dedicated open space, walking trails, a park and planned pickleball courts. Day said the project’s density would average about 2.2 units per acre and noted road-configuration and infrastructure needs would be addressed in future submittals.
Council members expressed concern about the proposal’s impact on the area’s rural character and said they would review how the project aligns with the Willard general plan before scheduling formal consideration. No decision was made; the presentation will return for further review by council and planning staff.
