Staff presented a framework drawn from other cities and tailored for Garland that emphasizes systemic changes over one-off corrections. Assistant City Manager Matt Watts said the committee’s role is to advise the council on policy and programming, identify gaps in accessibility, and encourage coordination with schools, nonprofits and local businesses.
