TRORC presents draft 2026 Capital Budget; Selectboard hears plan, no public comment

Bryan Kovalik of the Two Rivers-Ottauquechee Regional Commission provided an overview of the draft 2026 Capital Budget and Program during a public hearing at the Selectboard meeting on July 20. Bryan confirmed that the cost estimates in the draft are “in today’s dollars and do not factor for inflation,” and he recommended the Town revisit and update the plan annually.
Selectboard Chair Scott Henkels highlighted recommendations listed on Page 21 of the draft and board members asked procedural and technical questions. Kevin Gish asked whether the estimated costs would be adjusted for inflation; Bryan reiterated the estimates are present-day dollars. Ted Austin asked whether the document should be treated as the Town’s guiding capital plan; Bryan affirmed it is the Town’s document. There were no oral or written public comments during the hearing. The Selectboard adjourned the hearing at 6:45 p.m. and tabled further review of the Capital Budget for the August 3 meeting.
