W. Kevin Massengill, Dinwiddie County Administrator, opened the March 4, 2026 budget workshop and outlined what the Board would review in coming days as it begins work on the FY27 budget. "W. Kevin Massengill, County Administrator, opened the meeting and gave the Board a brief overview of what they would be discussing over the next few days.", the minutes state.
Massengill and Deputy County Administrator–Finance Anne Howerton framed the session by reviewing the county's FY26 operations and identifying high-level strategic objectives, opportunities and threats that could influence FY27 planning. The presentations set the agenda for department-by-department reviews of budget requests and line-item needs.
The workshop is scheduled as a working series of presentations and discussions; staff presented requests for general government, legal services, human resources, IT, elections, and general services during the March 4 session. The Board did not take substantive votes on budget allocations at this meeting beyond routine procedural action to adjourn at 5:11 PM.
