Council authorizes comprehensive plan update using EPR, Inc. via NSVRC on-call program

The New Market Town Council authorized staff Jan. 21, 2026, to begin a comprehensive plan update using EPR, Inc. through the Northern Shenandoah Valley Regional Commission (NSVRC) on-call consultant program.
N. Garrison explained the NSVRC on-call program simplifies procurement and that EPR, Inc. would be contracted through NSVRC to complete the update. "This action item is the final step to move forward," Mr. Garrison said. Peg Harkness moved to approve authorizing the Town Manager to execute any agreements with EPR or NSVRC; Jon Henry seconded. The motion passed on a 4-0 roll-call vote.
Council discussed procedural reasons for using the on-call process and recorded the authorization to proceed; the motion directed staff to finalize contract documents and begin the project under the NSVRC arrangement.
