Planning Commission asks County Board to adopt consistent After‑the‑Fact fee policy

Commissioners discussed the Winona County Fee Schedule and observed that while the schedule already includes After‑the‑Fact fees, fees have sometimes been waived historically when property owners worked with staff to come into compliance. Several commissioners expressed concern about fairness and consistent application. Assistant County Attorney Steve Kranz cautioned that established fees should be applied equally so individuals are not singled out.
On a motion by Jordan Potter, seconded by Everett Rolfing, the Planning Commission voted 8–1 to forward a recommendation to the County Board through Planning & Environmental Services Director Ross Dunsmoor to adopt a policy that either doubles the permit fee for After‑the‑Fact permits or applies a fee equal to 5% of building value up to $1,000. The commission did not itself change the fee schedule; it transmitted a policy recommendation for the County Board to consider.
