Planning Commission asks County Board to adopt consistent After‑the‑Fact fee policy
After discussing historical fee waivers and fairness concerns, the Planning Commission voted 8–1 to recommend that the County Board adopt a policy to either double After‑the‑Fact permit fees or apply a fee of 5% of building value up to $1,000.

Commissioners discussed the Winona County Fee Schedule and observed that while the schedule already includes After‑the‑Fact fees, fees have sometimes been waived historically when property owners worked with staff to come into compliance. Several commissioners expressed concern about fairness and consistent application. Assistant County Attorney Steve Kranz cautioned that established fees should be applied equally so individuals are not singled out.
