Clinton County approves $45,700 initial payment for countywide Flock cameras

Sheriff Sean Dush and Mike Lampman of Flock Safety presented a capital request for ten license-plate-capture cameras to be installed at major entry points to Clinton County. The total purchase and installation cost is $80,700, with $45,700 required in 2026 and $35,000 in 2027. The system will carry an ongoing annual maintenance fee of $35,000, which administration intends to include in the 2027 budget.

The committee recommended approving an initial 2026 expenditure of $45,700; the Board concurred by roll call vote. The presentation included discussion of privacy controls: the vendor and Sheriff’s Office stated the system would not be connected to external data systems, would have strict internal controls, and captured data would hard-delete after 30 days.
