Drafting editors flag major issues with code blocks, track changes and keyboard shortcuts

Developers explained the system distinguishes code blocks to support downstream codification and bill-status tracking, but staff pressed for a compromise: allow plain-text editing during drafting and only enforce code-block constraints at enrolling or finalization. The team agreed this is a core design question and flagged it for immediate follow-up with the architecture team.
