NDOW outlines draft rules to hold master guides accountable for subguide misconduct

Department attorney Jason Jackson explained the Commission requested language to hold master guides accountable when subguides commit hunting‑related offenses. Jackson said two of the three proposals require changes to Nevada Revised Statutes and therefore would need the Legislature, while the third — modifications within the Nevada Administrative Code — could be adopted by the Commission.
"The other proposal, which was number 3, was to create changes in and within NAC. That's doable by the commission," Jason Jackson said, describing a proposed, more defined demerit system. He added the draft NAC language would make expected penalties clearer, with potential revocations and suspensions linked to specific demerit thresholds. CAB members asked whether master guides currently have any fallback accountability; Jackson replied that unless the master guide was accompanying the subguide during the violation, there is typically no statutory fallback and the NAC change would provide more consistency.
Members expressed general support for accountability while noting "the devil is in the details" and asked to review the proposed language when it is published for the next commission packet. The CAB did not take final action and asked the department to bring forward formal draft language for review.
